Each role carries clear duties so families, partners, and donors can see who holds which responsibility.
Principal Officer / President
Oversees strategic mission execution, IRS 501(c)(3) public-charity compliance, fiscal transparency, and community outreach alliances across Ashburn, VA, USA.
Primary Functions
Overall leadership, legal representation, signing authority, and strategic direction.
Concurrent Role
Senior partnership relations and organization-wide oversight.
Treasurer / Financial Officer
Oversees budget allocations, fiscal transparency, Form 990 readiness, and ensures 88%+ of all donated funds go directly to active community outreach programs.
Primary Functions
Budget management, income and expenses, tax and financial reporting, and asset transparency.
Concurrent Role
Financial compliance stewardship and Form 990 oversight.
Secretary & Operations Lead
Maintains corporate records, regulatory filings, conflict of interest disclosures, and oversees digital operations infrastructure to maintain organizational integrity.
Primary Functions
Legal recordkeeping, meeting minutes, and technology and website infrastructure management.
Concurrent Role
Internal administration and legal governance.
Program & Outreach Director
Directs frontline program execution, beneficiary intake workflows, volunteer coordination, and strategic alliances with local community partners.
Primary Functions
Design and direct delivery of charitable programs and community projects.
Concurrent Role
Volunteer coordination and social communications (field operations and community relations).
Accountability
Written policies protect beneficiaries, donors, staff, and volunteers—and keep the board honest when interests collide.
Policy
Board members disclose financial and personal conflicts annually and before any vote that could create private benefit. Interested parties recuse themselves from related decisions. Disclosures are retained with corporate minutes under the Secretary’s care.
Protections
Staff, volunteers, and partners may report suspected misuse of funds, safety concerns, or ethical breaches without fear of retaliation. Reports may be sent to admin@huephamcharity.org for board review and documented follow-up.
Oversight
As activity and revenue grow, the Treasurer leads preparation for independent financial review. Form 990 readiness, bank reconciliations, and program-spend tracking remain board priorities so donor intent stays visible year over year.
